no. Your turbo should not affect the starting of your car. The turbo's use is to get more oxygen into your engine, however for starting the oxygen available should be more than enough. The turbo only effects performance greatly when driving a bit faster.
I saw something similar around 2 weeks ago at a friend's house with an audi 100. A man tried to start it but it just didn't. He tried 5-10 minutes to make it work. I asked him what the problem was and he told me that it was a problem with his gear shift.
Are you driving a diesel or gasoline car? If it's a gasoline car, have you tried cleaning your spark plug? There might be dirt on it preventing the engine from starting.
