Default Chip function

Noob question. How does a chip give your car more power? And if I were to get larger injectors, turbo, FPR, etc., would the chip still limit the power to only what it is programed to put out? i.e. say your chip pumps out 210 hp, 230 lb ft, if you get a GT35R for a 1.8t (hypothetically) and the right setup, would the chip still only pump out 210/230 because of how it's programmed? Just kind of stumped as to how this chip functions.
